This paper examines the development and current state of health insurance in Uganda, analyzing public and private systems, community-based insurance, and Health Maintenance Organizations (HMOs). The analysis includes theoretical perspectives on risk management, utility, and welfare economics, highlighting how these principles underpin health insurance frameworks. Findings indicate that while health insurance holds significant potential for improving healthcare accessibility, numerous hurdles remain, including political, infrastructural, and financial limitations
