Electronic records management in Nigerian Polytechnic Libraries: A systematic review of framework strengths, weaknesses, and contextual fit

This systematic review synthesizes evidence on the strengths, weaknesses, and contextual adaptability of Electronic Records Management System (ERMS) frameworks for public polytechnic libraries in North Central Nigeria. Guided by Arksey and O'Malley (2005) and PRISMA-ScR standards, 25 curated sources published between 2005 and 2025 underwent rigorous thematic synthesis. Findings indicate ERMS frameworks demonstrate significant strengths in operational efficiency (76%), accountability (72%), and institutional memory preservation (64%), yet implementation remains constrained by infrastructure deficits (88%), human capacity gaps (80%), security weaknesses (68%), and organizational barriers (60%). Adaptability to North Central Nigeria is moderate (52–72%), contingent upon localization to NBTE mandates, infrastructural realities, and socio-economic conditions. A context-sensitive implementation model is proposed, prioritizing foundational infrastructure readiness, governance aligned with ISO/IEC 27000:2012, and stakeholder co-creation. This review provides the first consolidated assessment of ERMS framework suitability for this context, advancing a replicable curated-source methodology and context-derived analytical lens for resource-constrained educational settings. Actionable recommendations support library leaders, policymakers, and vendors in strengthening records management practice. The study addresses critical knowledge gaps impeding evidence-based policy formulation and strategic system refinement in developing regions.
